There are many DIY solutions to assist with dampening sound within a room. Using simple items like heavy blankets or carpet to line the walls in a room is a quick solution.
Inform your close neighbors (in some cases, the entire neighborhood) in advance and they'll be a lot more understanding. Establish a Quiet Curfew to let the neighbors know all drumming will stop at a consistent time.
To mute the sound of the kit, drape a towel or blanket over each drum to cut the attack and volume.
